As President Barack Obama sets the stage for a new job creation plan, conservative critics in Texas continue to say the American Recovery and Reinvestment Act passed in 2009 didn't generate enough bang for the buck. Gov. Rick Perry said at the CNN/Tea Party Debate in Florida last month that stimulus funding “created zero jobs” — but as multiple fact-checking articles have pointed out, that’s not true. So the Tribune took a look at how many jobs have been created or retained in Texas with the $11.9 billion the state was awarded.
The answer is 42,000 jobs a quarter on average since 2009, according to calculations made from the quarterly reports filed by recipients of stimulus funds maintained by the Texas Comptroller's Office.
Critics of the stimulus plan are right that most programs that received funding haven’t used the funds to hire large numbers of employees. In the most recent quarterly reports, more than half of state programs that received stimulus funding created or retained three or fewer jobs with the funds. The Texas Education Agency, which received most of the stimulus funding in Texas — $6.3 billion — reported three-quarters of the average jobs created or retained with stimulus funds.
There are a couple of caveats to consider about measurements of job creation from stimulus funding. State agencies are required to report the number of jobs created or retained, which makes it impossible to differentiate whether an existing job was saved by the infusion of stimulus funding or if a new job was created on top of existing employment opportunities. This analysis also only shows jobs directly funded by stimulus funding and does not account for external economic factors created by the stimulus program that may affect employment.

The knee jerk reaction is to conclude that the money had no benefit. However, I think you have to consider that with out the funds there would have been massive reductions in the services in the agencies that received funds. For example, picking a line more or less at random, the $2.9M "trans-NSF Recovery Act Research Support" to UT-Austin funded some place between 20 and 40 jobs. Those jobs were likely graduate students and postdoctoral researchers at UT-Austin who will go on to be higher wage earners...hopefully living in Texas. Also, what's not seen directly in the data are the number of positions that were retained as a result of the stimulus funding...especially since the bulk of the funding went to the Texas Education Agency, and the long term benefit of insuring that the State has an educated workforce in the future.

The problem with the current way that TX Comptroller is reporting this is that they have off-loaded some of their reporting. I followed TXDOT, because it was a high visibility entity - yes we could see something. TXDOT information is no longer being listed on the TX ARRA website. I took the time to contact TXDOT and they sent me an unreadable file and then pdf versions of their reports for the past 18 months. Their numbers don't add up!
One could conclude that it was a cumulative number reported in the top column, but if one looks back to a previous month, the number of employees, the hours worked and the amount spent is greater than the most current report. I, just an average citizen who was interested, but now they have made it next to impossible to see the actual numbers and the ability to contact these individuals are very difficult to reach.

They (TX ARRA) suggest we go to Fed ARRA - but it doesn't provide the statistics to look at actual hours.....so I question why the reporting that was pretty transparent early on went dark and why is TX ARRA now trying to use the EDUCATION as their "prime example". If Perry doesn't want any "federal overreach," he should stop taking federal funds to prop up his own state's ailing budget (STILL ended up with a $27 BILLION short in 2011, even despite the billions given to TX by the Perry-vilified Feds).
We'll see how much that "Texas Miracle" is really just one giant Perry Pompodour-Shaped Mirage.

Another reason that it's hard to count the number of jobs created/retained by the stimulus funding is that since much of the funding was substituted for state general revenue funding (the legislature and Perry used it to plug a budget shortfall) some agencies may have used the stimulus funding to pay non-salary expenses and thus freed other funds to create/retain positions. Ease of administration was a reason for doing this. For example, my understanding is that UT Austin used a large part of its stimulus funding to pay for utility expenses. This prevented the elimination of positions that would likely have been cut to pay for those utility expenses.
