Congressman John R. Carter was first elected in 2002 to represent Texas' Thirty-First Congressional District and is now in his fifth term.
Carter became the House Republican Conference Secretary in 2007. He serves on the House Appropriations Committee and the House Republican Steering Committee and also sits on the Transportation, Homeland Security, and Military Quality of Life and Veterans Affairs Subcommittees.
Carter used to run a private law practice. He was appointed the judge of the 277th District Court of Williamson County in 1981, and was elected District Judge in 1982.
Carter was born and raised in Houston. He attended Texas Tech University, where he graduated with a degree in History, and then graduated from the University of Texas Law School in 1969.
He is married to Erika Carter. They have four children.
