Mexico Owes Water to Texas Under Treaty

Under the terms of a 1945 treaty, Mexico and Texas are obliged to share water, but Mexico, which has been parched by drought, has fallen short of its share.

Under the terms of a 1945 treaty, Mexico and Texas are obliged to share water, with the U.S. contributing water from the Colorado River and Mexico sharing water from the Rio Grande and its tributaries.
