Mexico Owes Water to Texas Under Treaty
Under the terms of a 1945 treaty, Mexico and Texas are obliged to share water, with the U.S. contributing water from the Colorado River and Mexico sharing water from the Rio Grande and its tributaries. But Mexico, which has been parched by drought, has fallen short of its share of the amount that is calculated in five-year intervals, leaving Texas officials frustrated. (Washington Post)
