Challenger David Porter appears on his way to soundly defeating Victor Carrillo, the incumbent, in the Republican primary race for railroad commissioner.

Carrillo is chairman of the energy-regulating Texas Railroad Commission and won his current term to that office in 2004, after a runoff. But he appears destined for a loss tonight. Porter has garnered nearly 60 percent of the vote with more than two-thirds of precincts reporting.
