The chair recognizes Representative Gooden to introduce the pastor of the day -- I'm sorry, chair recognizes Representative King to introduce our pastor of the day.

REPRESENTATIVE SUSAN KING: Okay. Thank you, Mr. Speaker and members. And as much as I love representative Gooden it is my pastor of the day. And so, we bring to you from Abilene, Texas a very close friend. He is not the pastor of my church, I'm Presbyterian. He's a pastor at First Baptist Church in Abilene. Dr. Phil Christopher. He's fantastic. I'm not going to read you his resume because I don't think anyone listens to that but I know that he's a Baylor Bear. He's gone to Kentucky Theological Seminary, southern Baptist and also is a graduate of TCU as far as his doctorate degree. He's with his wife today who has her doctorate in education and is head of gifted and talented education at Harden-Simmons University. What I will tell you about Dr. Christopher, is he is a real person. He looks deep into your heart and is a compassionate Christian. I welcome him to his House, to his Capitol and the other Dr. Christopher's Capitol to lead us in the invocation this morning, Dr. Phil Christopher.

DR. PHIL CHRISTOPHER: Thank you. Mr. Speaker I hadn't included it in my prayer but I will pray for flexibility for all of us today. Okay. Let's pray to get. Oh, gracious God it is time to pray. When we begin so many meetings another morning session even worship services and there are so many distractions. Help us to stop and see we need these moments to be still and know that you are God. Oh, Lord our God, we ask for this body of servants have the discernment of Solomon and to guide your people who have so many worries about the present and the future. We ask your blessings on these men and women of the House who feel the enormous responsibility in making decisions that effect millions of people. Oh, God we pray that you place your loving arms around these Representatives and give them your strengths. Fill them with your courage and speak to them so that they will know wisdom greater than their own. Oh, God when they grow weary from visitors at their office doors, another meeting or pressure from all kinds of competing positions, would you renew their strength and vision for their great work. Hopefully, God during this season of lent we come before you in repentance and humility regardless of all of our differences we stand as brothers and sisters needing your healing forgiveness. We ask that in your grace you give these servants and a sacred and holy moment to put their trust in you before they take up the business of the day. Loving God give us eyes and hearts to see the good and worth in each other and the common struggles we share. We pray that all of us may be delivered from parties and politics to partnerships, from divisions to determination and finding common ground in our differences. From anxiety and the approval of men to accomplishing a purpose for the greater good. As this prayer ends, help us to know our conversation and communion with you is not finished. Our dependency on you is not over. Or may we not forgot oh, God, you are always speaking to us. We ask this in the name of the God of Abraham, Isaac and Jacob, and in the name of our Lord Jesus Christ, amen.

REPRESENTATIVE ERWIN CAIN: Thank Mr. Speaker. Mr. Speaker and members and guests, it is my great privilege to introduce to you today our doctor of the day, Dr. Ichabod Lafayette Balkcom, IV. Doctor Balkcom hails from Georgia but he got to Texas as fast as he could. He's currently the president-elect of Texas Academy of Family Practice and he practices in my hometown in Sulphur Springs. He has the dubious distinction of living Mrs. Noah. He has five cats, five dogs, 13 horses and up to two jackasses depending on who actually is considered to be in that number. So, please, welcome today the doctor of the day, Dr. Balkcom.

He is the vice president and director of systems and applications R and B labs at Texas Instruments, which I am proud to say is in House District 102. REPRESENTATIVE CHARLIE GEREN: Thank you, Mr. Speaker and members. I would like to give y'all an update on Dean Craddick. As we speak he is getting out of the hospital all the tests came back negative. So he is fine. It was a reaction to his pain medication. He's a little tired. He said they bothered him about every 20 or 30 minutes last night and nobody brought him any chocolate, but he's -- he will be back with us next week and he's doing well. Thank you.

CLERK: HR593 by Workman. WHEREAS, The football team from Lake Travis High School in Austin claimed the 2010 University Interscholastic League 4A Division 1 state championship with a commanding 27-7 victory in the title game on December 18, and this triumph earned the Cavaliers the rare distinction of having won four consecutive state crowns; and WHEREAS, Playing before 20,487 fans at Cowboys Stadium in Arlington, Lake Travis dominated the highly respected team from Ryan High School in Denton, who entered the game with a perfect 15-0 Record; the Lake Travis defense was key to the win, denying Ryan a first down until the third quarter and holding the Raiders to a single touchdown overall; leading the charge was linebacker Austin Williams, who tallied nine tackles and was named the game's defensive most valuable player; other key figures in the effort were safety Zach Streuling, cornerback Omar Duke-Tinson, defensive end Shaquille Marable, and defensive tackle Jonathan Roberts, who combined for 19 tackles; and WHEREAS, The offensive MVP award went to Cavalier quarterback Michael Brewer, who passed for 211 yards and scored two touchdowns; Adding to the point total were fullback Colin Lagasse, who scored a touchdown, and all-state kicker Stephen Pyle, who contributed field goals of 44 and 30 yards; and WHEREAS, First-year head coach Hank Carter continued the winning tradition that has been established at Lake Travis, which is the only 4A school in Texas to win four straight titles; the Cavaliers have now triumphed in 24 playoff games in a row, one short Of the state record, and over the past four years they have amassed a 61-3 record; and WHEREAS, All members of the Lake Travis roster contributed to The title-winning effort in 2010, and special recognition is due the team's senior players: Cody Alexander, Justin Alexander, Jeremy Amberger, Dylan Bittles, Michael Brewer, Johnathan Briones Anthony Carchi, Alex Chapman, Kyle Connell, Sean Craig, Taylor Doyle, Omar Duke-Tinson, Garrett Faber, Evan Faust, Clay Flinn, Conner Floyd, Tanner Gillette, Luis Godinez, Axel Gomez, Adam Jemmott, Will Jones, Jake Kotalik, Bryan Kribbs, Casey Laney, Nick Magnella, Shaquille Marable, Alex Matthews, Turney Maurer, Connor Nelson, Michael Pojman, Stephen Pyle, Cullen Richardson, Jonathan Roberts, Sam Schlanger, Alex Smelcer, Andreas Soto, Gokmen Tireng, Alex Walsh, Austin Williams, and Reagan Womack; and WHEREAS, Winning four consecutive state championships is a rare feat that is the culmination of countless hours of hard work and an unwavering commitment to excellence, and the Cavaliers may take justifiable pride in their outstanding accomplishment; now therefore, be it. WHEREAS, In an outstanding display of skill and determination, the Lady Cavaliers volleyball team of Lake Travis High School captured the University Interscholastic League 4A state title on November 20, 2010; and WHEREAS, The Lake Travis championship victory took place at The Strahan Coliseum on the campus of Texas State University in San Marcos against the team from Brenham High School; the game brought a triumphant end to a spectacular season in which Lake Travis notched 49 wins against just 3 losses; and WHEREAS, Amy Neal was named most valuable player with 15 Kills, 6 digs, and 3 blocks; the Lady Cavaliers and head coach Julie Green also received vital contributions from the other members of the roster: Katy Beals, Shelby Leyva, Shelby Lineberry, Riley Livingston, Clare Massey, Mackenzie Mayo, Claire McCown, Danielle Necker, Sierra Patrick, Taylor Smith, Piper Toler, Jade van Streepen, and Cassie Wang; and WHEREAS, Excelling through teamwork and dedication, the Lake Travis Lady Cavaliers have proven themselves the finest 4A squad in Texas, and these talented athletes may indeed reflect with pride on a job well done; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby congratulate the Lake Travis Lady Cavaliers Volleyball team on winning the UIL 4A state championship for 2010 and extend to the players, coaches, and staff sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for the team as an expression of high regard by the Texas House of Representatives.

REPRESENTATIVE PAUL WORKMAN: And I am excited today to have the ladies volleyball team from Lake Travis High School who are in my district. They won the State championship by a decisive manner and they're overall record was 49 and three. Up on the dais today we have Julie Green the head coach for the Lake Travis volleyball team. Julie wave. We also have student athlete Taylor Smith, Amy Kneel, and Mackenzie Mayo. Are they up there? Wave ladies. And in addition to these three we have the lady volleyball team up in the gallery. If you ladies would stand. Members please help me recognize Lake Travis High School volleyball team. Now, you know, it's quite an honor to win a state championship. It's very rare to win two in a row and even more rare to win three in a row but I am pleased today to recognize the Lake Travis High School football team who have won four consecutive state championships in a row. This morning we have up on the dais the head football coach, Hank Carter. Is he up there? Wave. Thank you. Along with Principal Kimberly Brits. She's the principal. And seniors Taylor Doyle, Connor Floyd, and Tanner Gillette. Are they up there. All right. And we have the balance of the football team here with us today up in the gallery today. Today we have government and economic seniors here taking a visit to the Capitol and moving around to figure out what's going on in Austin. Member if you would join me in welcoming -- let me introduce you to the Duncanville students as well as their sponsors Ms. Diane Williams, the principal is here, Mr. Dwight Weaver, Ms. Sally Adamson, Mr. Israel Villanova, Mr. Dedrick Williams Mr. David Walner, Miss Abby Strong and Diane is a sponsor. If you'll stand up and let everybody see what Duncanville -- members, they'll be visiting Capitol today and one of the things I want to leave you with is in my discussion with some of the students they want to know why we're cutting public education. REPRESENTATIVE BYRON COOK: Thank you, Mr. Speaker and members. If I could have your attention a minute I am delighted to have the delegation from Navarro County that is here today. Navarro County Day. A little bit about Corsicana and Navarro County for everybody know. Navarro is the place of the modern energy industry here in Texas which started in Navarro County. We are the fruitcake capital of the world in Navarro County. We have one of the largest manmade lakes in the state of Texas, Richland Chambers in Navarro County. I think on a per capita we recognize some athletes up in the gallery. Navarro county is a home to I think per capita to more professional athletes more than any other county. We have three professional players in the NFL, they're starters and we have a NBA starter. So, it's very unusual some of the folks that we have in our county. We are also hometown to Terry Fator who is one of the premier acts in Las Vegas. We have a lot to be -- we have a lot to be proud of. So, I would like for all the folks from Navarro County if you would stand up. We have our County Judge, H.M. Davenport and our mayor, Buster Brown. We have a lot of great folks who have come from Navarro County. Frank Steed, Chairman of the Republican Party of Texas of Navarro County. So, if you would give them all a hand and welcome them to their Capitol I would appreciate at it. One last thing. I'd be remiss -- I think my wife is up there. She is -- doesn't come very often because we still have a 17-year-old at home, so, she has to defend the home turf and we have my daughter Jenny Davis is up there. And I'm proud to say that she's going to make us a grandparent this summer. So, we're really excited about that. So, once again, thank y'all for being here.

Members, in the north gallery today we have a group of San Antonioians that will be representing our city and our state in Greece -- in Athens in June. They are members of the softball team for the Special Olympics. We have a bunch of them up there. I'd like them to all stand up in the north gallery so that we can pay you an honor and recognition for representing our state. Thank you members and while I'll say I'm proud of each and every one of them but I'm especially proud of a young man by the name of Jared Crowley who was also a member of that team. And while it's important to recognize the contributions of the team members I also think it's equally important to recognize the hard work in parents and support system, in family and friends that make the Special Olympics work and to that I'm very proud to have Jared's mother, Pam Crowley, and Pam could you stand up.
