Experts are warning that rapid development around the city of Houston that is paving over the area's wetlands is also increasing the potential for flooding and damage from heavy rains.

Experts are warning that rapid development around the city of Houston that is paving over the area's wetlands is also increasing the potential for flooding and damage from heavy rains.
