The Harris County Area Agency on Aging’s 2027–2029 Area Plan lays out a coordinated strategy to help older adults live with dignity, independence, and support in every part of Harris County. It describes how the agency will plan, coordinate, and administer services that respond to a growing and increasingly diverse older population while prioritizing people with the greatest economic and social need.
At its core, the plan focuses on practical services that make daily life safer and more manageable for older adults and caregivers. These include nutrition programs, caregiver support, benefits counseling, information and referral, legal assistance, ombudsman advocacy, and the Aging and Disability Resource Center, which serves as a central entry point for people seeking help.
The plan also emphasizes the agency’s role in building a stronger community-based system. HCAAA works with nonprofit partners, municipalities, and community organizations to expand access, improve care coordination, and ensure services are delivered in a culturally responsive way across Harris County.
Just as important, the document explains how the agency measures accountability, monitors providers, and uses data and community input to guide decisions. That makes the plan both a service blueprint and a stewardship document, showing how public resources will be used responsibly to support healthy aging over the next three years.
