New Projects Divide States Sharing Colorado River
Planned diversions of water from the Colorado River have caused rifts between water policies of the Western states that share the river, with interests of the upper basin conflicting with those of the lower basin. States in the lower basin — Arizona, California and Nevada — have voluntarily cut their usage of the river, while states in the upper basin, including Colorado, continue to approve new projects to divert water from the river.
