Transition Period Begins as States, Feds Find Regulatory Balance
As the Every Student Succeeds Act, or ESSA, is implemented over the coming years, followers of education policy will note a time of transition between No Child Left Behind (NCLB) regulations and the new law. Regulatory processes, however, remain unknown, and it remains to be seen if the Department of Education will adopt accountability measures based on “negotiated rulemaking” sessions with education advocates.
