Comptroller Susan Combs has appointed Deputy Comptroller Martin Hubert to the new State Water Implementation Fund for Texas advisory committee, which will be responsible for overseeing spending on water projects by the Texas Water Development Board. Hubert has previously served as deputy commissioner of agriculture and commissioner of the Texas Commission on Environmental Quality.
