At least eight Republican governors have agreed to expand Medicaid under the federal Affordable Care Act, commonly known as "Obamacare."

Gov. Rick Perry, though, has made it clear he has no intention of following suit and investing in what he calls a broken system. On Tuesday, hundreds of Texans rallied at the Capitol, hoping to change his mind.

Some other Republican governors have recently reached compromises with the federal government to tailor the Medicaid expansion to fit their needs.

Last week, Arkansas received permission to use the money to subsidize private health coverage for those who would qualify for Medicaid under the expansion.

Other states are considering copays or charging recipients a premium for Medicaid.
