The Texas Public Policy Foundation (TPPF) is a conservative, non-profit think tank based in Austin founded by James Leininger in 1989.
The foundation conducts research to promote free-market policies among Texas lawmakers and to influence the public policy debate in the state, according to its Web site. The foundation is a registered 501(c)3 non-profit.
The foundation's 2008 annual report showed that it had an income that year of more than $3.1 million. It spent more than $2.3 million on research and policy studies.
During the 81st legislative session, TPPF policy analysts argued against raising taxes during the economy during the recession, advocated for replacing the state property tax with a revised sales tax and opposed efforts to expand eligibility for the state Children's Health Insurance Program.
