A controversial plan would place dams on two tributaries of Mississippi's Pascagoula River, known as the last major undammed river system in the lower 48 states. The plan, which is still being debated, would create two lakes by damming Big Cedar and Little Cedar Creek in order to create reservoirs that would be available in times of drought.
