Weighing the impact of EPA water, endangered species rules

The EPA's new water rules will not have as large an effect on Texas water users as the Endangered Species Act, says John Tracy, Texas Water Resources Institute executive director. If several species of freshwater mussels are listed, he says, portions of the Rio Grande, Brazos, Lower Colorado and Guadalupe-San Marcos River basins would be affected.
