State lawmakers cut $15 billion from the 2012-2013 biennium budget this session — and to meet the lowered bottom line, state agencies dropped thousands of employees in the last three months of fiscal year 2011. This interactive shows the dramatic drop in employment at state agencies from the third quarter of fiscal year 2011 to the last quarter, right before the budget cuts kicked in on Sept. 1.
According to data released by the State Auditor’s Office, which collects employment information from all state-funded organizations at the end of each quarter, employment decreased by 5 percent on average at state-funded organizations from June to August 2011. Of about 20,350 full-time equivalent positions* that were dropped, more than 18,000 were at educational institutions, which naturally have a drop in unemployment between the third and fourth quarter because of drops in summer employment. The University of El Paso, for example, reduced employment by 1,400 full-time equivalent positions — more than 40 percent of the total staff — during those three months.

Interesting, but the "change from last year" column is a better comparison for higher ed (which historically has had about a 10% decrease in employment between the third and fourth quarters -- fewer staff needed for summer school sessions?). Probably have to wait til the 1st quarter data for 2012 is released to see what the most recent round of state budget cuts has done to public universities.

So why does the office of Governor have 259 full time employees? The Texas Senate has 507 and The House 719. The governor's office seems way out of proportion for his duties. It would be an interesting story to see how many employees there were in the Bush and previous years. Then one could see if he really believes in "small government."

The State Auditor's FTE system says employment at Gov's office has gone up from about 190 (2000 through 03) to about 260 in the last three years (2008 to 2011). But most of that probably has to do with the Gov's office taking on the staff/duties of the now defunct TX Dept. of Economic Development.

Any reason why all state agencies do not post all budgetary and financial data on the internet for public review and accountability? Also, is there any reason why all county and municipal agencies and organizations (including independent school districts) are not mandated to present all budgetarry and financial data on the internet for public review and accountability?
