James Huffines is an Austin commericial banker and Republican activist who has twice chaired the University of Texas System Board of Regents.

Huffines chairs the Central and South Texas district of Plains Capital Bank in Austin. According to an Austin American Statesman profile, Huffines is a longtime Republican operative and served as chairman of Gov. Perry's 2000-01 transition team and co-chaired his inauguration committees in 2003 and 2007. Another Statesman article states Huffines was one of eight Texans who raised over half a million dollars for McCain.

From 1986 to 1990, Huffines served as Secretary of Appointments for Gov. William Clements.

Huffines is stepping down from his second term as chair of the Board of Regents. He is the fourth person to hold the position for more than one term, having his first term from 2004 to 2007. According to his Plains Capital biography, Huffines graduated from the University of Texas with a BBA in finance.
