Okay, let's go with that household analogy. If a household has to bring an elderly family member home because outside care is too expensive, that household will probably use savings to make adjustments in the home. Those adjustments will help the home care happen.
Use the Rainy Day Fund to help critical programs make the transition to a new way of reaching objectives in this season of austerity.
