1/5 of TX Youth Offenders Forced Into Sex Acts
Three years after a sexual abuse scandal rocked the Texas Youth Commission, one in five juvenile offenders in Texas youth lock-ups report being forced into sexual acts with staff or other inmates, according to a federal report released today.
In the National Survey of Youth in Custody, conducted during 2008 and 2009 by the U.S. Bureau of Justice Statistics, roughly 12 percent of incarcerated youth nationwide reported being forced into sex or sexual contact in custody. Quite a result from their "zero tolerance" policy, huh?
A really interesting aspect of the report not highlighted in the story was the gender makeup of staff engaged in sex acts with incarcerated youth: "Approximately 95% of all youth reporting staff sexual misconduct said they had been victimized by female staff. In 2008, 42% of staff in state juvenile facilities were female."

95% of the victims were victimized by 42% of the staff? Those female staff have really been busy, haven't they?
I don't think so. The witch hunt continues, and based on anonymous answers given by adjudicated youth to a computer. What a waste of time and money.
