Texas needs to take a hard look at the William v. Quinn case in Illinois. Keeping people in these facilities when they can be integrated in the community is in violation of the integration mandate of Title II of the Americans with Disabilities Act.
Why are they favoring institutionalization over integration in the community. Where does the Community Choice Act come in to play?
