Incumbent Marquez Faces 23-Year-Old Challenger in HD-77
EL PASO — It seemed more like a planning breakfast for a UTEP Miners pep rally than a campaign meeting on a recent Saturday morning in an affluent El Paso neighborhood. But the two dozen young volunteers here had serious business: shoring up support for 23-year-old Aaron Barraza, an El Paso native seeking to unseat incumbent Marisa Marquez, 33, in the redrawn House District 77.
Instructions were directed at first-time block walkers on what to say and how to handle questions; schedules were confirmed and precinct maps were handed out to outline where volunteers should canvass. “Try not to speak for ...

A question has been recently raised is Rep Marisa Marquez a double talking homophobic hypocrite. Here is a recent video of Marquez double talk at the El Paso Young Stonewall Democrat Endorsement Meeting, clearly contradicting her legislative voting record.
In 2011, Marquez voted against making it illegal for insurance companies to discriminate against gays and opted to abstain on pro-GLBT language in the student center bill. Marquez also voted against a bill that gave victims of bullying the right to defend themselves from their attackers with physical force.
Abstains On Student Centers Bill with Anti-Gay Rhetoric
On April 1, 2011, the Texas House ADOPTED (110-24-10) the Christian Amendment No. 143 on HB 1, an amendment that specified that state funded Student Centers for Family and Traditional Values must not use funds to support a gender and sexuality center or other center for students focused on gay, lesbian, homosexual, bisexual, pansexual, transsexual, transgender, gender questioning, or other gender identity issues.

Marisa Marquez: Present, Not Voting (intended to vote no)
In the video she touts why it is important to have a State Representative stand up against anti-GBLT legislation, but she abstains to vote against it.
Against Prohibiting Insurance Discrimination Against Gays
On May 10, 2011, the Texas House FAILED (24-97) to adopt the Alonzo Amendment No. 24 on HB 1951. The amendment would have added a clause making it illegal for insurance not to cover an individual based on sexual orientation. (House Journal, May 10, 2011)
Marisa Marquez: Absent (Intended to vote NAY)

How can she even have the face to tell El Paso's LGBT Community she is an advocate for LGBT rights when she voted against the most fundamental rights for the LGBT community?
Voted Against a Measure to Protect Victims of Bullying
On May 3, 2011, the Texas House FAILED (43-86) to table Amendment No. 2 to HB 1942, an amendment that would have prohibited the imposition of a disciplinary measure on a student who is a victim of bullying on the basis of that student’s use of reasonable self-defense in response to the bullying. In the video she touts about her record on anti-bulling measures and how she will always support anti bullying measures.
The votes Rep. Marisa Marquez has taken contradicts her rhetoric and are extremely antigay. Now the question is how does El Paso LGBT community go about such a cunning betrayal from an elected official?

The Double Talking Hypocrite Rep. Marisa Marquez decided to respond to my loud warning shots of her being a GLBT ally imposter. Of course, with a typical condescending, let me spin you round and round politician letter. First, she insults our intelligence by stating the obvious a bill is not the same as an amendment. Rep. Marquez we know very well the difference between the two. For example, the Mathew Sheppard Hate Crime Bill & the repeal of "Don't Ask Don't Tell" where both amendments attached to the spending defense bill that allowed them to become laws. The only explanations she provides for her failure to represent us are excuses, "legislature was tough and contentious," we call that in the real world going to work and making a living. Then she proceeds to list her legislative failures of aimless bills that never became laws from prior legislatures. Of course, Once again, mentions her infamous letter when she was first elected that she send El Paso School Districts reminding them of a anti-bullying legislation that had passed when she was not even in office yet.
The good people of El Paso including the LGBT community did not elect her to write feel good letters and try to micromanage El Paso's school districts. We elected her to represent us in Austin, she promised us to be an ally for the LGBT Community, and she failed in epic proportions by either abstaining to vote, absent with no excuse, or voted against pro LGBT Legislation. What is inconceivable her being recorded on video asking El Paso's LGBT community to reelect her because she fights for us in Austin when her legislative record shows the contrary.
I find the indignant tone she takes in her letter very presumptuous, "how dare you question my voting record, and your intentions are politically motivated". Has she forgotten the position she holds is an elected position and how she questioned, ridiculed, insulted, and bastardized her 75-year-old incumbent when she ran for office, now even the thought of a private citizen holding her accountable is incomprehensible. Yes, I do support her opponent along with El Paso Young Stonewall Democrats, El Paso Tejano Democrats, El Paso Young Democrats, Mexican American Bar Association, El Paso County Sheriff Officers Association, El Paso Municipal Police Officers Association, El Paso Affiliate Local 1929 National Border Patrol Council, Combined Law Enforcement Associations of Texas, CLEAT do, but it does not mean we work for his campaign. The masses of people who have chosen to support her opponent all have their personal reasons why they chose not to support her. We all have the right to question her self-serving interest and her failed representation without being accused or smeared as an inside operative.
However, after reading her letter and on her recent video where she is caught double-talking she touts how protecting our youth from twenty first century technology is a priority. I have taken the liberty to review her votes as a member of the Corrections Committee and I'm once again dumbfounded on her unequivocal attempt to not protect our youth from harms way. Once again, her voting record contradicts her rhetoric. Rep. Marisa Marquez voted against keeping youth off the sex registry for non-violent crimes like ‘sexting’ someone near their own age and against educational programs to teach kids about the dangers of ‘sexting.’ Rep. Marisa Marquez went out of her way, while in the speaker chair in 2011, to vote against a bill that would have ensured people who murder children ten and under are automatically tried for capital murder. She also voted against funding increases to the Department of Criminal Justice and against teenagers who commit multiple violent crimes to have their cases automatically tried in adult court. Her voting record clearly shows that protecting our youth is not the representative's priority, the same way her voting record contradicts her being an ally for the LGBT Community.
She voted against Loosening Sex Offender Registration for Youth
On May 5, 2009, the Texas House PASSED (76-45) HB 3148 to engrossment, a bill that would amend Code of Criminal Procedure, ch. 42 to require that in a trial for continuous sexual abuse of a young child or children, indecency with a child, sexual assault, or aggravated sexual assault, or if a judge placed on community supervision a defendant charged with certain of those offenses, the judge would make an affirmative finding of fact if the judge determined that: at the time of the offense, the defendant was not more than four years older than the victim or intended victim and the victim or intended victim was at least 13 years of age; and - the conviction were based solely on the ages of defendant and victim or intended victim at the time of the offense. The bill would allow a person to petition the court with jurisdiction over the case for an order to be exempted from registration any time on or after the date of sentencing or the date of placement on deferred adjudication community supervision, as applicable. Marisa Marquez: AYE
She voted against Sexting Law & Edu. Programs for Youth
On May 25, 2011, the Texas House PASSED (145-0) SB 407, a bill that created a new offense in the Penal Code for minors for “sexting.” It is now an offense for a minor to intentionally or knowingly: promote by electronic means to another minor visual material depicting a minor, including the actor, engaging in sexual conduct, if the actor produced the visual material or knew that another minor produced it; or possess in electronic format visual material depicting another minor engaging in sexual conduct, if the actor produced the visual material or knew that another minor produced the visual material. SB 407 would require the Texas School Safety Center, in consultation with the Office of the Attorney General, to develop programs for use by school districts by January 1, 2012.Marisa Marquez: AYE (Intended to vote NAY)http://www.journals.house.state.tx.us/hjrnl/81r/pdf/81RDAY64FINAL.PDF#page=63
She Vote Against Increasing Capital Murder Charges for Kid Killers
On May 28, 2011, the Texas House ADOPTED (132-14) the conference committee report on SB 377. Senate Bill 377 amends the Penal Code to change from under six years of age to under 10 years of age the age of a murdered individual that classifies a murder offense as capital murder.Marisa Marquez: Present, not voting (In Speaker Chair, but intended to vote NAY)http://www.journals.house.state.tx.us/hjrnl/82R/pdf/82RDAY88FINAL.pdf#page=81
Voted Against Funding Increases to the Dept. of Criminal Justice
On April 17, 2009, the Texas House TABLED (95-46) the Coleman Amendment No. 128 on SB 1, an amendment that would have increased the Department of Criminal Justice’s general revenue fund to $35,560,000. Most House Democrats voted against tabling the amendment. (House Journal, April 17, 2009) Marisa Marquez: AYEhttp://www.journals.house.state.tx.us/hjrnl/81r/pdf/81RDAY51FINAL.PDF#page=85

Alex Guzman,
You are a very very sad and desperate man. Your issue with Rep. Marquez is not one of substance. You used to call-in to a radio show to complain how Rep. Marquez's relatives dressed, yet conveniently ignored the fact your friend, Norma Chavez, did more harm to the GLBT community than anyone else except for Pastor Brown. Yet you remain friends with her and did what you could to help Norma get re-elected. Like your friend ant-GLBT friend Norma, what you have against Rep. Marquez borders on obsession. You need to go out more, enjoy the sun, find a boyfriend....above all doing something productive.
Maria De Los Angeles
I remember when Marisa Marquez ran against Rep. Paul Moreno and she attacked him for being handicap.
MORENO ATTACKED AGAIN, THIS TIME FOR HIS NEEDS AS A QUADRIPLEGIC
March 1, 2008, El Paso Times
Marquez went on the attack claiming that Rep. Paul Moreno was in violation of nepotism laws for hiring his family members to help with his needs as a disabled legislator.
State Rep. Paul Moreno is abusing a law that allows disabled legislators to hire a family member to help attend to their daily duties, his primary election opponent Marisa Marquez said late Thursday.
State and federal law provide an exemption from nepotism rules for disabled legislators to hire a family member to assist them. Marquez, who is hoping to defeat Moreno in Tuesday's Democratic primary, said the quadriplegic legislator abused that law by hiring three family members, none of whom acts as his personal attendant.
Moreno called his opponent dumb and said the law allows him to hire whomever he wants. "She has no idea what the hell she's talking about," Moreno said. Moreno's brother, his daughter and a niece are on the state payroll of his legislative office, in addition to a personal attendant.
The law states that a legislator with infirmities can hire "a page, secretary, attendant, or other employee," but Moreno said the exemption allows him to hire anyone he chooses as long as the person works. "I am within the law," Moreno said. In a written statement, Moreno said not all of the family members he has hired attend to his personal needs, but their employment in his office has long been public knowledge. "Much of the work that is done requires a large commitment that I admit, I am more comfortable asking of family than of others," he said.
Marquez said the law only allows for the hiring of one family member as an attendant and that Moreno has abused the provision. "It seems the only thing that Paul Moreno is 'terco' (stubborn) about is keeping his family members on the payroll," Marquez said in a written statement.
Jorge Ramirez
Maria,
Please read your own article that you posted, "... Moreno said not all of the family members he has hired attend to his personal needs..."
Besides you are lying. The REAL name of the article is "Challenger says Moreno abuses law on hired help". Not the title you assigned.

Damn the incumbent has taken some really bad votes, no wonder everybody chose to endorse her opponent.
"She Voted Against Increasing Capital Murder Charges for Kid Killers"
This vote really stuck on me who would side with murders who kill innocent children.
Sandra Veloz
OMG how crazy the video totally captures Marquez saying she supported they vary same legislation she voted against. Her opponent could use that as an attack commercial on her. Poor girl I feel bad for her looks like she has uphill battle.
http://www.youtube.com/watch?v=9CWOjy_5BGs&feature=share
Jorge Ramirez
Sandra,
The problem is her opponent is never voted, and is running on campaign platform to basically help his father procure state contracts. His father has made millions in federal contracts, and now he wants state contracts, which is Aaron Barraza is running.
Aaron Barraza opposes transparency in local government, the reason being because he wants to protect special interests in government procurement.
El Paso has had enough corruption. All this is is corruption with a pretty face.
Jorge Ramirez
Julio,
If you read the article at all instead of posting something because Alex Guzman told you, you will see that Rep. Marquez has received endorsements from:
State Senator Jose Rodriguez
State Rep. Naomi Gonazlez
County Judge Veronica Escobar
Sheriff Richard Wiles
El Paso Firefighters
Westside Democrats
El Paso Teacher associations
Border Medical Society (Doctors)
CLEAT (Statewide)
El Paso Association of Realtors...and the list goes on.
But as Rep. Marquez pointed out she did not get hardly endorsements in first race, and she still won.

Interesting you mention El Paso's public corruption there is questionable ties with Rep. Marisa Marquez in the current FBI investigation with Aliviane and Chilo Madrid involving Representative Marisa Marquez conflict of interest. Rep. Marisa Marquez authored and passed two Texas House Resolutions HR 1875 and 1628 honoring Aliviane for its community service and a personal honorary resolution to the former CEO and recently indicted Chilo Madrid, without ever disclosing her personal ties with Dr. Batres President of Aliviane. Dr. Batres is a dentist with a private practice in town and the Texas Secretary of State list Dr. J A. Marquez who is Rep. Marisa Marquez’s uncle and a local dentist too as an officer for Dr. Batres Professional Corporation. Representative Marisa Marquez's Uncle Dr. J. A. Marquez also has a private practice, the Texas Secretary of State list Dr. Ricardo Marquez as an officer and he is Representative Marisa Marquez's father. Another personal tie Rep. Marisa Marquez has with Aliviane and Chilo Madrid, she was in a long-term relationship with Dr. Batres son Chris Batres. Rep. Marisa Marquez without any formal disclosure authored and passed these honorary resolutions and wrote letters of recommendation for Aliviane and submitted them as a formal request to grant Alivianhe federal funds.
Not only did I report this blatant conflict of interest to the proper authorities I went as far as to inform Bob Moore the El Paso Times Editor. Unfortunately, Mr. Moore dismissed my concerns and chose to sweep it under the rug. Noticed how every time Marty Schladen recycles this story, he never mentions this blatant conflict of interest. Of course, we all know about his personal relationship with our Disgraced County Judge Veronica Escobar and Marquez is her political bff. All you have to do is drive by Escobar's house she has about 10 Marisa Marquez campaign yard signs in her front lawn.
Here is a timeline explaining the convoluted ties and lucrative political contributions given to Representative Marisa Marquez between all the parties mentioned.

Interesting that Veronica Escobar is endorsing Marisa Marquez, I remember in 2008 she supported Rep. Paul Moreno here is the 2008 El Paso Times article.
"El Paso County Commissioner Veronica Escobar said criticisms that Moreno passes little legislation and doesn't use his seniority to El Paso's advantage are valid but not enough to warrant his replacing.
Moreno, she said, has helped kill proposals that could hurt poor schools like those in El Paso and that could divide immigrant families. "Races like these are much too critical for us to take a gamble on new leadership simply for the sake of new leadership," Escobar said. Moreno, who took office in 1967, said the support from his Democratic colleagues was a testament to his years of serving with integrity. And, he said charges he does nothing as a legislator are untrue."
Chávez backs challenger to 'dinosaur' Moreno's seat
Brandi Grissom / Austin Bureau
AUSTIN -- State Rep. Norma Chávez threw her support behind Democratic challenger Marisa Marquez on Monday, calling incumbent state Rep. Paul Moreno a dinosaur whose era has ended. Chavez's endorsement comes on the heels of a Saturday news conference in which 18 Democratic leaders from El Paso, including Mayor John Cook, U.S. Rep. Silvestre Reyes and state Sen. Eliot Shapleigh, said they support Moreno.
"I was going to stay out of the race, but when they ganged up on her, I said that's ridiculous," said Chávez, D-El Paso. State Rep. Joe Pickett, D-El Paso, is among those who support Moreno."I know where Paul stands," he said. He added that it is unusual for a legislator to support a colleague's opponent. While that may be an unwritten understanding among some legislators, it has not always been the rule in El Paso, where there is not much love lost between Chávez and Moreno. Moreno supported Chávez's primary election opponent in 2006 and has criticized her for supporting embattled House Speaker Tom Craddick, R-Midland. He and his allies charge that Chávez recruited Marquez to support Craddick's bid to retain control over the Texas House."It's just a conspiracy," Moreno said.
Chávez said she endorsed Marquez because the district needs a representative who will "roll up their sleeves" and "move their way up the seniority chain." Moreno, she said, does not use his experience to pass bills or to attain powerful assignments that could help El Paso. "Both Paul Moreno and Tom Craddick are dinosaurs and their era is over," Chávez said. Although Chávez supported Craddick in the past, she said they have parted ways. Marquez said she would not vote for Craddick if she were elected but would support a Democratic candidate to lead the chamber. "It's ridiculous on Rep. Moreno's part, pulling that out, and it's far-fetched," she said. "Some people don't want to let go, and they don't know when it's time." Moral support from Chávez would be helpful, she said, but, voters, not endorsements, will decide the election."The community needs to speak out and say, 'We're ready for change,' " Marquez said. Pickett said his decision to support Moreno was no "diss" to Marquez. But when it comes to important issues like who leads the Texas House, Pickett said, Moreno has a record. Moreno has been an ardent Craddick critic."He really can take some hard votes," Pickett said.
El Paso County Commissioner Veronica Escobar said criticisms that Moreno passes little legislation and doesn't use his seniority to El Paso's advantage are valid but not enough to warrant his replacing.
And, he said charges he does nothing as a legislator are untrue. "One thing I can tell for sure is honest government," Moreno said, "and this is what's so badly needed in El Paso."

Rep. Marisa Marquez has benefited greatly from her relationship with the insurance lobby. Almost 13 percent of her donations have come from individuals and businesses within the insurance business and Texans for Lawsuit Reform have consistently remained her top supporter. Marquez gave back to the insurance lobby in 2011 with multiple votes in favor of the insurance lobby bills.
Marisa Marquez has become accustom to a Jet setting lifestyle within El Paso & Austin, of Penthouse views, luxury cars and five star resorts, a wildly enthusiastic palate for opulent red wines, posh eateries and fine dining. She is known to be spotted, hob knobbing with fast talking lobbyist or worldly racy executives, only in the most up and coming chic & trendy nightspots always in a notorious swagger of glitz & glam!

House District 77 candidate's claims on résumé disputed
By Zahira Torres \ Austin Bureau El Paso Times
Political newcomer Ricardo Aaron Barraza, who this week jumped into a Democratic primary race to unseat state Rep. Marisa Marquez, is touting credentials that may not be accurate.
Barraza, 23, claims to have worked as an "Intern, Social Media Director" at the Austin-based Republican consulting company Olsen & Shuvalov between January and March 2010.
But one of the owners of the company, which has now split into two separate firms, said Barraza, who had approached them for a volunteer gig working on Republican state Rep. Dee Margo's 2010 election campaign, never followed through with a list of things he was given to do.
"We really never heard from him again," Republican political consultant Kevin Shuvalov said.
Barraza disputed the assertion by the company's owner. He said he exclusively worked with Margo's chief of staff, Olivia Zepeda. Zepeda, though, said she did not work with Barraza over the two-month period.
Barraza's entrance into the race for House District 77, which includes parts of West, Northeast and Central El Paso, makes Marquez the only local legislator facing a challenger in the Democratic primary election, which is set for April 3. Marquez's latest finance report shows that as of June 30, she had $33,901 left to spend on her campaign against Barraza.
"Competition is good," Marquez said. "It's a way to generate new ideas. It's a way to get the community involved and excited and, so, I see it as an opportunity to showcase what we've been doing."
Insists he's eligible
Barraza listed his parents' home as his permanent address on his campaign filing form. In a telephone interview from Austin, Barraza was adamant that while he rents a place in Austin and maintains a business in Austin, he lives with his parents in El Paso and is eligible to run for the seat.
He said that while attending the University of Texas at Austin he started to operate Texas Fold'em, a door-to-door laundry and dry-cleaning delivery service. Barraza said his new company required that he spend time in Austin to monitor its progress and try to expand to other parts of Texas.
"I'll spend a week straight in Austin and then I'll be in El Paso for two to three weeks, then I'll spend time in Austin, then I'll go back to El Paso," Barraza said.
Barraza said he has been primarily living in Austin for the past month working as an intern for the Capitol office of state Rep. Sylvester Turner, D-Houston. Turner's office said Barraza began as a volunteer the week of Dec. 5 and ended his stint earlier this week.
Sent résumé to rival
Barraza did not initially say whether he sought internships with any local lawmakers, but Marquez provided the El Paso Times a résumé her opponent submitted to her office in November seeking a position.
"The name looked familiar," Marquez said. "I went back, looked into my records and did remember him wanting to apply for an internship position in my Capitol office, but there were no positions available. All of them were in the district."
After Marquez provided the Times his résumé, Barraza, in a separate telephone interview, said he did not believe he was applying for an internship but rather "an opportunity to learn." He said an internship is more structured and requires certain hours, but "an opportunity to learn" would be a more informal chance to observe what the office is doing.
In his résumé, Barraza includes his residential address in Austin and states his objective is to secure the position of communications director in Marquez's office. He lists Texas Fold'em, the company he started in November 2010, and a four-month stint as research assistant for Stanford Campaigns, an Austin-based opposition research firm, as his most recent jobs.
Praised for work
"We were very happy with his work," said Sonia Van Meter, managing director for Stanford Campaigns. "In fact, I am pretty certain that we had extended his time here, but he opted to pursue other avenues. We were sorry to see him go. He was incredibly fastidious and diligent in his work."
Barraza said he received a bachelor's degree in government last year from the University of Texas at Austin. The University of Texas at Austin has a record of Barraza attending the university and could not confirm his degree because he has requested that information not be released without his written consent.
Barraza said he chose to seek a position as a state lawmaker in El Paso because he and many members of his family are constituents and "a lot of them feel like there has been a lack of action or a feeling of disconnect with the representative and (there was) also discontent with the fact that no one was going to run against her so she was going to run unopposed again."
He would not share information on his supporters, and he spoke in generalities about his bid for office and his platform.
"I'm going to wait a couple of days to tell a little bit more about who I've been talking to, about my platform, about where I see things going, about the plans that I have," Barraza said. "I have a plan for the way I want things to be presented."

Wow, Let me get this straight Marisa's father, Dr. Ricardo Marquez gives Marisa $25,000 to run for office. Along with big dollar contributions from her dad's business partners and brother and Marisa's long term boyfriend's father Dr. Batres. Her campaign manager Rick Armendariz was heavily involved with Chilo Madrid from Aliviane who is now indicted for public corruption and the FBI have stated Chilo was under surveillance for over a year. After she gets elected all of sudden Dr. Batres becomes the president of Aliviane. In return Marisa passes honorary resolutions for Aliviane and Chilo Madrid and goes as far as to right letters of recommendation to request federal grants but never discloses her family ties and political contributions from all the parties mentioned. They all continued to give her thousands of dollars in political contributions until Chilo Madrid was indicted for public corruption.
Looks like Marisa Marquez is going to be forced to go on a bread and water diet for 5 to 7 years.
NOW THAT IS HEAVY STUFF ESPECIALLY SINCE THEY POSTED LINKS TO AL THE FACTS.
January 24, 2008 – Campaign loan from Dr. Ricardo Marquez $25,000 (Rep. Marquez father & business associate with brother Dr. J.A. Marquez, who is a business partners of Dr. Batres President of Aliave).

The only reason why Marisa Marquez got the El Paso Firefighters endorsement is because she is sleeping with my husband who is the president of the El Paso Firefighters Union.
Marisa Marquez is home wrecking, husband stealing, back stabbing whore. Keep your fat paws away from my husband!

Mariza Marquez and Aaron Barraza have been pitted against each other by the powers in the Texas Legislature. Texas should have additional Democrats who would not abandon the ideals of the party but the one-party TEA-Republican controlled Legislature's antics failed Texas and Texans. Local fights between these two will play out at the booth and more power to the winner. Re-take your government! do not let the extreme fringed TEA-Republicans run your life. The greatest political power is at the local level. Monies, power, influence and infrastructure policies are implemented at the local level, and the TEA-Republicans learned this well. Get involved, get vocal, get registered, vote and get out the vote!
