Wouldn't a more sensitive way to say this have been "Texas could EXPERIENCE an increase...?" Using "see" as a verb of choice in a story about blind people...well, it might have been just carelessness.
I know I wouldn't like a story about a spike in "ugly lawsuits." I would want them to say "contentious lawsuits," so as not to hurt my feelings.
