Private Space Industry Eyes State's Open Spaces
When XCOR Aerospace, a private California rocket-building company, was looking for a wide-open place to test rocket engines and space planes, it found an ideal site in Midland.
“There’s nothing in the desert for hundreds of miles,” said Mike Massee, a spokesman for the company. XCOR plans to set up facilities in an existing Midland hangar next year and could eventually invest $12 million a year in payroll there, Massee said. “That’s something that’s very desirable.”

Oh Mike , How naive you are. There are toads and lizards that nobody has ever seen or knew existed before. I would not hesitate to say there may be sand fleas in the exact spot you plan to build on.
Probably would be better to find a friendly country right on the equator to launch from. Go right to the source of cheaper labor as well. Do not worry though ,, the Federal Government will not mind and you can still get your funding from them and take it to where $ will go further. Americans have lost interest in this anyway, and more than half would sit at home rather than work anyway.
