David Dewhurst said Thursday that Texas should consider dipping into the state’s multi-billion dollar rainy day fund to address pressing water and transportation needs. Dewhurst, speaking before the Dallas Regional Chamber, proposed using $1 billion from the fund, which could reach $8 billion by the end of the year, to create a new water infrastructure development bank to help cities and other municipalities build reservoirs."

I wonder what "water projects"? If the funds were used to repair all of the old and leaky infrastructure we would gain a lot. Of course there is that looming question of water conservation that seems to be missing from the build a new reservoir discussion.

There is nothing conservative about the government stockpiling cash. Either spend it for legitimate government functions--such as education or (non-toll) roads--or give it back to the people!

We are only one natural disaster away from needing that money. It isn't stockpiling. It is being prepared. How much to have there is a good question. I'm not sure of the answer...a good conversation to have.

Water projects are not more important than education. If folks in West Texas want to keep electing anti-tax tea party types, then they should not expect their infrastructure projects to be funded. Let them dry up and blow away. If they want dams and water projects, then propose what they want to tax to pay for it. This is nothing more than smoke and mirrors accounting. If education funding wasn't a crisis sufficient to pay out of the rainy day fund, then this isn't either.
