If he is tweeting from state-owned, taxpayer provided computers, I care. That is especially relevant in light of his blacking a wide range of news outlets from following him on Twitter.
If he NEVER uses state equipment for his personal Twitter account, that's another story.
Side note: If Good Hair is gearing up for a presidential run, what will happen if he treats the national media the way he did the Texas media last year?

Keep it to himself> I don't want updates on his coyote hunts, pearl snap shirt shopping, or secret trists with Sarah Palin. This fellow is a rodent the size of a buffalo. Hopefully he will run against Obama and get the hell out of Texas. All Hat, no cattle.

Someone in this Tribcast says that blocking means Perry is ONLY preventing others from seeing his tweets. That is true but also if Perry blocks you on twitter, Rick Perry WILL NOT SEE your @ replies at him. It's a way of him saying "I don't care to hear from you."
