Where the State Women's Health Program Stands
Women's health providers in Texas have had Nov. 1 marked on their calendars for months. It was supposed to be the day the state-funded Women's Health Program would launch. But it hasn't. And it won't until, according to Texas Health and Human Services Commission officials, the federal government stops funding it or a final court decision is rendered.

Texas has said they would not accept money and comply with the PPACA(Health Care Act) but still hasn't cut Planned Parenthood loose as they realize the loss of millions to Texas' medical clinics.

Probably Perry knew it would get blocked in the courts. However, he got to beat his chest about how godly he was so his purpose was fulfilled and it didn't cost him very much money and he gets to be "forced" to take money from the Federal government and use it for the benefit of Texas citizens.. Great advertising at the tax payers expense.
