Even as Texas schools face budget cuts, their spending per student is on the rise, according to a new report from Comptroller Susan Combs that rates district expenditures against student achievement. The report identifies 43 districts in the state with exemplary practices. It also makes recommendations for how the 1,100 other districts can follow suit, including increasing class size, sharing facilities, conserving energy and joining purchasing co-ops.
