A report from the Johnson Foundation says the nation's publicly owned water systems are in serious need of modernizing and reinvestment. If changes are not made, the public will face water shortages, unreliable services, and contaminated waterways and water sources, according to the report, which resulted from six years of study and input by water managers, researchers and analysts.
