OK, so let's see if I understand this correctly. Someone who enters this country ILLEGALLY, thereby becoming a CRIMINAL, and then "claims" to be a victim of rape or domestic violence, gets a VISA to stay here legally (i.e. AMNESTY) instead of getting DEPORTED like the LAW says they should???
And you wonder why Arizona passed their own illegal immigration law. The Federal Government = FAIL

your dehumanization of these people is quite disturbing. you should reflect on what kinds of atrocities have been committed throughout history when the alleged enemy is no longer considered a human being.
police don't toss illegal immigrants into jail because they help them do their job by reporting worse crimes being done in their communities. this seems fairly similar, although it definitely goes quite a bit further. perhaps the reward is too generous, but would you rather prosecute an illegal immigrant whose worst crime is simply being in the country, or a rapist, murderer, or thief that this person could testify against?
a more sensible compromise might be to reduce these visas from four years to two, thereby allowing time for prosecution but not enough to apply for permanent residency.

Okay, so what about the ranchers and people who live along the border and border towns? They actually own their property and actually are American citizens. Their rights should come first. The underside of humanity is pushing at our borders...drug cartels and coyotes. They do not belong here and everything must be done to keep them out. Oh, and by the way, they all come through Mexico.
