Representative Kirk England was elected in a special election to represent HD-106 in 2006. He currently serves on the Business and Industry, and Corrections committees. He cites as one of his legislative accomplishments participating in the special-called session where the Texas Legislature reworked the state's public-school funding formula.
England, an insurance agent, also cites legislation he co-sponsored that expanded the Texas Children's Health Insurance Program and increased the state's cancer research capacities as additional achievements during his tenure.
A lifetime resident of Grand Prairie, England is serving his seventh year on the board of directors of the YMCA and recently sat on the Capitol Campaign Committee. In 1998, England was awarded an honorary lifetime membership to the Parent Teacher Association, where he took an active role in the "Reading Buddy" program.
As a member of First United Methodist Church in Grand Prairie, England has served as head of the board of trustees' administrative board and helped manage the construction of the youth building.
He is also a current member of the Grand Prairie Chamber of Commerce, the Grand Prairie Rotary Club, the Irving Chamber of Commerce, the American Legislative Exchange Council, the Texas Democratic Party, the Texas Tourism Caucus, the National and State Sportsmen's Caucus, the Air Quality Caucus, the Texas Manufacture Caucus, the Community College Caucus, the Texas High Speed Rail and Transportation Corporation Legislative Caucus, and the House Democratic Caucus.
England graduated from Grand Prairie High School in 1979 and received his bachelor's degree in Criminal Justice from Texas State University.
He and his wife, Marcy, have two children, Charles England and Sam England.
