Representative Harold V. Dutton, Jr. is a Houston-based attorney first elected to represent HD-142 in Harris County in 1984. He currently sits on the House Corrections and Public Health committees.

He previously served as chairman of the Juvenile Justice and Family Issues Committee and as a member of the General Investigating and Ethics, and Public Education committees.

Dutton received his B.B.A. from Texas Southern University and subsequently earned a law degree from the university's Thurgood Marshall School of Law.
