Garnet F. Coleman is the representative of Texas’ House District 147, first elected in 1991. Coleman is the chair of the County Affairs Committee and serves on the Public Health Committee.

Coleman is the president and chief executive officer of Apartments for America, Inc., a non-profit affordable housing corporation.

Coleman cites as some of his main legislative accomplishments authoring legislation that expanded children's Medicaid, co-authoring legislation that created the Children's Health Insurance Program, and authoring a bill that increased funding for at-risk child care services.

His also filed and passed legislation that created the Greater Southeast Management District, the Downtown Management District and the Fourth Ward and East Montrose Improvement Districts.

He was previously chairman of the Texas Legislative Black Caucus and is the current chairman of the Legislative Study Group.

Coleman's has been named to Texas Monthly’s “Ten Best Legislators” list on two occasions, received the 2005 “Reintegration Award” by Eli Lilly, and was named “Outstanding Black Caucus Chair for 2004” by the Congressional Black Caucus. He has been recognized nationally with the National HIV/AIDS Partnership Red Ribbon Award, the Center for Voting and Democracy, Governing magazine, the Families USA foundation, and the National Black Caucus.

In Texas Coleman has garnered recognition from the Texas Association of Community Health Centers, the Coalition of Texans with Disabilities, the Women Legislators' Lobby, Houston Community College, Texas Physical Therapy Association, the Mental Health Association in Texas, the Texas Recreation & Parks Society, the Texas Family Planning Association, Texas Human Rights Foundation Policy Advocate, and the Mental Health Association of Greater Houston as “Legislator of the Year” in 2000.

Coleman attended Howard University in Washington, D.C. and in 1990 graduated from the University of St. Thomas cum laude with a Bachelor of Arts. He also completed the Harvard University Senior Executive Program for State and Local Government.

Coleman and his wife, Angelique, have two children, Austin and Evan.
