Representative David Swinford is an agricultural consultant first elected to represent HD-87 in 1990. Swinford is a current member of the House Committee on Agriculture and Livestock and also serves as a member of the State Affairs Committees, which he chaired during the 80th Texas Legislature.

Swinford earned his Bachelor of Science degree in agricultural education from Texas Tech University in Lubbock. He is married to the former Joyce McCoy and they have two children, David and Melissa.
