Searching for Clues in Perry's State of the State
Two years ago in Gov. Rick Perry’s State of the State speech, he set up the legislative session and a future presidential run with a laundry list of issues dear to Republican primary voters. His address on Tuesday was subtler, but still political.
Trust state legislators to give less than their complete devotion and attention to his suggestions, but the key word is “complete.” Some of his ideas make it into state policy, and some don’t. And the speeches are best read as hybrids of policy and politics, setting up the governor’s agenda for a legislative session ...

Doesn't matter what his speech focused on, whatever he is really up to is NOT on the right priorities of state but his wallet.

Kathleen, the governor addressed issues that affect everyone. Stop drinking water and see what happens in seven days. If it were not for the road system in Texas, there would be no shortages of the goods you need to feed your family or employ the adults or to get kids to school. Those issues affect women and men. Annie S suggested that that the issues the governor mentioned were not priorities of the state. She did not address women issues.
The Governor addressed education. Families are being priced out of college education. People are in massive debt because the loans they have taken to get educated.
So I submit to you, that the issues that the Governor addressed are for the betterment of the state as a whole including men, women and children.
