TribLive: Ritter on Funding the Water Plan
At this morning's TribLive conversation, state Rep. Allan Ritter, R-Nederland, the chairman of the House National Resources Committee, talked about his desire to withdraw $2 billion from the Rainy Day Fund to jump-start the state water plan.

When I was Assistant City manager of the City Of Austin I was directly in charge of all of our Enterprise Departments (government businesses) which included all of our utilities. Having been born and raised on the East Coast I quickly realized that here in Texas water was like gold and oil. However the governor's office pointed out to me you can't eat or drink gold or oil and neither of those are essential to life. The Chairman is correct without water you wont have a need for roads or schools or any thing else. Additionally, there was a brief mention of fees vs taxes, there is a substantial difference. Fees go to the actual department or agency that levies it (enterprise departments) while taxes go into the general fund (the black hole) which then can be used for just about anything other than the intended caused that justified the additional tax.

WHAT IS THE STATE WATER PLAN .?????? Another Reservoir ??? or another man made lake ??? How are you going to fill up those reservoirs or lakes ??? IT DOES NOT RAIN IN TEXAS. The best solution is DESALINATION , but they don`t get it or understand . Think the outcome of a desalination plant ; jobs, farmers, ranchers, recreation lakes ,sports , we can sell water to Oklahoma too. They want * Conservation * , it doesn`t work.I wrote Perry and Strauss, but like always ,they don`t care. Conservcation is more important so they can keep us under control.
