Texas Could Use Feds' Grants to Free Up Women's Health Money
In a fiscal switcheroo, Texas could free up state dollars to fund the embattled Women's Health Program by seeking federal block grants for other programs, the state's health commissioner wrote in a letter to House Democrats on Tuesday.

That would actually be really amusing. One hand bitching and moaning (pardon the French) about federal restrictions on funding, but now they're going to do the 'ol switcheroo and find some other way of getting federal funds to pay for things anyway. All the while complaining about federal over-reach, of course.

Texas has been doing that for years, especially under Perry: whine about federal overreach, while at the same time reaching to the feds for $Billions a year in federal aid.
TX under Perry has been using federal aid for education and from FEMA (all them hurricanes haven't been all bad news), to shore up huge budget shortfalls in the "Texas Miracle" (i.e. "Mirage"). Without missing a beat, Texas/Perry has also been whining about "Keep your Gubmint Hands off Our Education System" (question: WHAT education system, if you mean a well-functioning public education system?) and the best federally-funded saber-rattling: "Ya know, we can SECEDE anytime."
Go ahead, Rick: that'll make all of our day.

It is completely Rick Perry's fault Texas is losing more than $30 million in annual federal funding for the Women's Health Program over the state's decision to force Planned Parenthood clinics out of the Medicaid program. Because Medicaid is a vouchered program run by the state of Texas and good friends of the governor run these programs, they can move monies around to their liking and circumvent the federal requirements of monies and how they are used. The Tea Party has strongholds like Virginia, Colorado, Louisiana, South Carolina, Florida and Texas and want to lull the population to sleep while they maneuver their people into power. They are very active locally and control monies, local infrastructure and power. As such, every effort to do what they damn well please, is in effect. The governor and Commissioner Suehs are going to rob state funds and federal block grants that were set aside for one program to pay for services in another program that would have already been funded had the governor and Commissioner Suehs not acted irresponsibly. Bottom line, Perry and his confrontational Legislature must go. Get registered! Get out and get involved! Get out and vote! Then get out the vote! If you do not vote, you cannot complain!

When someone like Sueh says they are going to offset losses through 'achieved efficiencies,' it would be nice to make them provide examples.
Calling Perry's gimmick a switcheroo is dead on. Poor kids and women are still going to be losers when funds for one human service program is cut to pay for WHS. You don't see Perry offering to use the $25 million reserved for friend and campaign contributor Red McCombs pet Formula 1 project. It's also amazing how Perry can out of thin air find $2 billion to accelerate toll ways and such but can't provide other basic services. We are tired of reading about the governor's office practicing, "Vulture Crony Capitalism" every day one reads the paper.
